5. The World Security Council

One of the big plot-point drops in the Ant-Man post-credit sequence was a reference to €œthe Accords€. These Accords - the movie's version of the comics' new regulations on what superheroes can and can't do - are clearly going to have a major part to play in what splits the Avengers in two. With this arc being the central point of Civil War, we're going to need some politicos to step in and ruin our heroes' consequence-free dreamland of smashed glass and obliterated city centre car parks. Given how easily swayed the World Security Council were by Alexander Pierce€™s brilliant plan to keep the world safe by killing loads of people with the Helicarriers, the idea of them making all superheroes sign up to rules that could limit their effectiveness makes a lot of sense. Along with that, they could function very usefully as a kind of emotional proxy for how the world at large is feeling about the idea of superheroes generally throughout Civil War. If there's one thing superhero movies love more than anything else, it's emotional proxies which explain how the world at large is feeling, though in recent years the horribly embarrassing social media montage has made some inroads too.
