7. Bucky Will Cause An Incident

We already know that Steve Rogers has been hunting for his 1940s BFF since the SHIELD Helicarriers crashed at the end of The Winter Soldier, it was even mentioned briefly amongst the billion and one other things going on in Age Of Ultron. Now that he's found him though, it seems that the government aren't happy, with Tony and Steve clashing over how best to handle the brainwashed Hydra henchman. We already know that the events of Age Of Ultron inform the so-called Sokovia Accord - a likely catalyst for the Superhero Registration act. We also see a huge explosion though, possibly at the UN, so it wouldn't be too surprising for Bucky to cause the sort of casualty-heavy destruction that the New Warriors were responsible for in the comics. Having his friend be responsible for the death of civilians would be a great source of conflict for a man who has dedicated his life to protecting the innocent. It's also possible that Bucky is simply wanted for all those assassinations that he's supposed to have carried out down the years, but that doesn't fit into the accountability angle of the story half as well.
