6. The Sokovia Incident
Just as What Happened In New York became a launching point for Phase 2 (and indeed the Marvel Television Universe), the Sokovian Incident is bound to be extremely important in shaping how Phase 3 begins. And whether it is enough to spur the Accords into existence is a pretty pertinent question. How It Would Work Though Ant-Man didn't really show the impact of Sokovia on the wider universe, there were some suggestions that everyone was already angry at the toll of destruction (and that it had escalated enough to the point where Hank Pym felt comfortable enough to make barbed jokes about it). Having the world's governments start Civil War as auditors (a very strong suggestion already), and then their monitoring of the Avengers' activity and powers leading to the formulation of the Accords is well within the realms of possibility. The Evidence You'd have to be half blind or entirely ignorant to miss the fact that the Sokovian Incident has caused some serious waves in the MCU. It's no longer enough to be heroic - you have to be heroic without any collateral damage whatsoever. Which is exactly the same plot as The Incredibles, as it happens. The Likelihood It's definitely going to be part of the issue, but not the straw that broke the camel's back. The government and pro-regulation parties will probably use it as propaganda to help sway the undecided majority (a city hurtling through the air does have that certain irresistibility factor all advertisers aim for, after all).
