3. The New Avengers Cause More Harm Than Good

There's a running theme in the MCU of superhero accountability that has been brought over from the comics' post-superhero guilt period (which is all thanks to Watchmen, really). It's not simply "with great power comes great responsibility", it's more "with great power comes great scrutiny and public liability, which is significantly less glamorous sounding. That fact is that every major superhero action leads quickly to normal people and government task-forces complaining about the cost rather than being thankful they weren't obliterated by aliens, Nazis or robo-Gods. And with a new team of Avengers heading into their first days of action, it looks a lot like they're going to be scrutinised as fervently as usual. How It Would Work Just as Age Of Ultron started in the middle of an operation to take down Baron Von Strucker's HYDRA base, it looks like Civil War will begin with the New Avengers (unofficially christened at this stage) heading to Nigeria to stop Crossbones' nefarious plot. Since they're not all that used to their new roles, and some of them have personal issues, having the outcome be disastrous in collateral damage terms wouldn't be a leap by any means. The Evidence If inevitability were evidence, this would be nailed on. The Likelihood Judging by the track record of even the more qualified Avengers, the New Avengers will probably come in like Mr Bean and ruin everything in an attempt to stop the end of the world. That much is inevitable, and their actions will definitely have some bearing on the Accords and the subsequent war.
