2. Crossbones Goes Rogue
Thanks to lots of set leaks, everyone who has paid even a tiny amount of attention to Civil War's production should know by now that Crossbones is going to appear and fight Captain America at least once. He's an evil guy, and he's probably been made slightly more unhinged by Captain America dropping a building on his face, so him doing whatever it takes to get revenge (including killing thousands of people to make him and everything he stands for look silly. How It Would Work We know he's attacking Lagos (and possibly the Centre For Infectious Diseases), and there's a very good chance that the ripples of what he does there (even without the Avengers messing things up) would attract enough attention for the world's governments to want regulation on ALL super-powered individuals and not just good guys. The fact that the distinction between superheroes and supervillains in public consciousness is blurring after Hulkbuster fought Hulk and Scarlet Witch swapping sides could easily determine that his actions alone are the trigger. The Evidence Very much guesswork at this point, but there is some suggestion that the Russos again going with the "Avengers mess everything up after attempting to help" would be overstatement. The Likelihood Actually pretty strong: it makes sense in a Captain America film for him not to be presented as a bumbling idiot (or to be in proximity with several bumbling idiots he failed to train properly), but rather for him to be framed as one. Which sounds exactly like the kind of dastardly plan Crossbones might dream up.
