On its most basic level, Captain America: Civil War is a movie that exists in order to pit a bunch of superheroes against one another in a deadly battle. Whatever other plot points wind up being established, audiences will flock to see Civil War because it promises Captain America punching Tony Stark in the face and vice versa: who wouldn't pay the price of ticket entry to see such a thing rendered on the big screen. The answer you're looking for is "nobody," by the way - that's essential viewing right there. Considering that the Civil War of the movie will see two duelling factions (one led by Captain America and one led by Iron Man) squaring up against one another over the implementation of a new government regime, it's interesting to consider which side, exactly, has the better chance of coming out on top. 15. Agent 13
Sadly for Sharon Carter, otherwise known as Agent 13, she's relatively weak compared to the rest of the characters involved in Captain America: Civil War. Not that she's worthless, of course: despite her limited screen time in Captain America: The Winter Soldier, she proved herself to be brave, intelligent and highly competent with a handgun. She has also pretty awesome reflexes, given that she manages to kick a chair with a man sat in it out of the way just as Brock Lumlow attempts to kill him. Smooth. Truth is, though, audiences haven't really spent all that much time with Agent 13 yet and her true potential remains unexplored. Considering the pantheon of super-powered beings who make up the rest of this list, though, it seems wise to rank her in last place.
