The MCU has established one of its newest heroes, The Vision, as something of an omnipotent demi-God. The Vision was created due to an unplanned fusion between Tony Stark's J.A.R.V.I.S. program, the unbeatable metal that is Vibranium and the Mind Stone (one of the Infinity Gems, don't you know?). That's a lot of power - on a cosmic scale. Although his actual power levels are yet to be clarified as it stands, Avengers: Age of Ultron established The Vision as a superhero on a completely different level to the characters that have already been laid out. Here's the "guy" who zapped Ultron into oblivion with a single blast and has an extensive, built-in knowledge of the entire universe. Given that he has the Mind Stone implanted in his forehead, too (not to forget the fact that he's essentially intangible and doesn't exactly cling to a true physical presence), Vision towers above everyone else in Civil War; he's completely out of their league.
