6. General Ross

Last Seen: Being approached at a bar by Tony Stark at the end of The Incredible Hulk, with the One-Shot "The Consultant" revealing Stark was sent as a patsy to dissuade him from pushing Emil Blonsky to be a member of the Avengers. Rumors have run rampant that Ross will be turning into the Red Hulk in the film, but they should be taken with a grain of salt. At the very least, his return to the MCU will go a long way towards finally making 2008's The Incredible Hulk relevant again, as the rest of the expansive franchise has pretty much left it in the dust. Though Bruce Banner won't be around in the film, hopefully some time can be taken for some lip service about how Ross' personal feelings about him and his angry alter ego have evolved since they last saw one another in Harlem and how they play into his drive to put a leash on the Avengers. Bringing Ross back at such a crucial time in the MCU in an even higher position of power is a smart move, and it'll be fascinating to see him wield that power to break the team apart in ways that Loki and Ultron only dreamed of.
