9. Spider-Man
You may have already heard it in other reviews, but Tom Holland really is the best Peter Parker/Spider-Man ever. The script and Holland's performance are note perfect. He walks, talks, slings, and swings just like fans have always imagined Spider-Man would.
As someone completely outside of The Avengers' world at the start, Spider-Man offers a different perspective. Interestingly, it's a tad incomplete, but by design and it works. He's a teenager who's got too many things to focus on in his own life to really be aware of what's happening on the larger superhero stage. He knows what he's heard and what he's been told and that's enough to get him to act.
Spider-Man's inclusion in Captain America: Civil War makes all the tireless wheeling and dealing between Marvel Studios and Sony Pictures worthwhile. He shines in big ways as soon as he shows up and the audience's interest in the character is sure to be reinvigorated by this appearance, which will pay huge dividends for Sony in Spider-Man: Homecoming.
