Obviously he's sort of invincible, so he requires a battery charge every now and then. Judging by the way this is set up, this is how that works. Again, the issue of when this happens is a pretty pertinent one. There are already two theories; firstly that Bucky is captured again by HYDRA and reconditioned once again, or secondly that this is a flashback to him remembering, or an establishing sequence that fills in some gaps. For me, the former option is simply not smart enough. Having Bucky reconditioned again undoes everything he went through at the end of The Winter Soldier, and having him unfairly framed for whatever causes Black Panther to want him dead is far more compelling. After all, Baron Zemo's role still hasn't been revealed, and the idea that he is trying to ruin Cap by taking out the closest thing to him and destabilising the Avengers fits - particularly when you consider that "united we stand, divided we fall" is probably Zemos' war cry.
