Judging by the IMDB cast-list, this takes place at the UN, probably orchestrated by Baron Zemo's forces to implicate Bucky, knowing that it will lead to tighter restrictions on the Avengers. Amidst all of the terror, Falcon doesn't actually appear all that shocked, so there must be suspicions about terrors threats before it even kicks off.
