This looks like the rumours opening sequence set in Africa that sees Crossbones appear and attack the IFID (Institute For Infectious Disease) in Nigeria at Baron Zemo's behest. Presumably it is this setting that sees the collateral damage used as the final evidence for the need for the Accords. The security forces lying around dead or unconscious on the floor, and the black ops team seem to suggest Crossbones' forces are already in place.
