3. The Skrulls Are Heavily Involved
Throughout Captain Marvel, Nick Fury learned about the existence of alien species like the Kree, the Skrulls, and of course, a flerkin. He saw up close and personal the abilities of the Skrulls, as he was deceived by shapeshifters taking the form of both Agent Coulson, and his boss.
By the end of the movie he had only spent significant time with Talos, his wife Soren, and their daughter, and years later he employed the couple to take his and Maria Hill’s forms on Earth during Mysterio’s attack on London. However, it’s clear that these aren’t the only Skrulls that he has brought on board for his new organisation.
In the background of the Far From Home post credit scene, several shapeshifters can be seen, suggesting he has employed potentially the entirety of those Mar-Vell had been protecting all those years ago.
He also has agents posted on Earth as proven by the messenger he sent to Monica in Westview. Knowing Fury, it’s unlikely these are the only eyes and ears he has on the planet, which begs the question, who else is he monitoring, and who else is a Skrull?
