Sam ranks as number one mainly down to his character, as a contributor to the group he is untouchable. As the most loved individual, and believably the most valuable player, he ranks right at the height of the list.
Sean Astin performs as the best character in the Lord of the Rings. Sam is unfathomably loyal, and unlike the rest of the hobbits, transcends his small stature, to act as a valuable contributor to fighting as well as the central journey. Sam taking on the giant spider Shelob, with courage in his heart, speaks to how much Frodo and Middle Earth mean to him. Also, his speech at the end of the Two Towers is the best-delivered monologue in the trilogy, which is not an easy title to win.
It is arguable that should the ring have come into Sam's possession the journey would have ended a lot quicker. Sam is widely considered to be the most popular member of the group, and it's even evident in the books that Tolkien realised Sam was the real hero as the perspective switches towards him.
The fellowship consists of some of the best heroes ever, but none of them carried their friend up a mountain the way that Sam did.
