The movies are obviously a bit more coy about this, but in the comics there is no such debate. the Celestials are actual, no fooling, capital G Gods.

Hell, the one in charge of all the other Celestials is known as The One Above All, who - as you can surmise from the name - is the one who created EVERYTHING EVER. Now, where the Celestials in turn came from varies from source to source and it's unlikely that the movies are gonna go anywhere near that anytime soon, but yeah, there you have it.

The Celestials are the custodians of all sentient life in the universe, creating it, destroying it when necessary, and overall just maintaining - to the best of their considerable ability - the out of control mint garden that is sentient life.

Whether or not they're considered on the up and up is also something that varies wildly, as the heroes of the Marvel universe have often had to defend their control of the universe as often as they've challenged it.
