15. Two-Face (Batman Forever)
Though it'll be forever disappointing that we never got to see Billy Dee Williams portray Two-Face in the "Burtonverse" as originally planned, Tommy Lee Jones' casting as the psychotic former DA nevertheless seemed inspired in theory.
Much like Thurman Jones is clearly having a hoot mugging for the camera and cackling maniacally, though many fans complained that his portrayal seemed closer to The Joker than Two-Face.
The costume and makeup, creating an hilariously precise 50/50 divide along Dent's body and face, are impossible to take seriously, and Jones ends up taking an unavoidable backseat to Jim Carrey's Riddler, but Jones still does his best with what he has.
There's no forgiving that howlingly terrible death scene, though, where Batman (Val Kilmer) throws a fistful of coins at Two-Face, confusing him enough that he ends up falling to his death. Yikes.
