He might not be the most developed villain on the list, but he's easily one of the most entertaining.

Seeing a death eater pose as a Hogwarts teacher is such an interesting concept. He teaches children how to torture and kill, and in one of the film's funniest scenes, he transforms Malfoy into a ferret. Brendan Gleeson sinks his teeth into the role as expected, but it's David Tennant who really shines despite his small amount of screen time (Seriously, look at that gif).

Swapping Bellatrix's role in the plot for Barty would be the best change these films could make. It's a crying shame he isn't Voldemort's number two, because he would've fit that role like a silky glove.
