Dolores Umbridge is one of the most despicable characters these films have to offer. Everything from her ridiculous design, to her voice, to her perfect casting makes her unmissable.

Imelda Staunton delivers her career best performance here. At first, she comes across as fake and irritatingly saccharin, but then reveals her true colours when she cuts into Harry's skin with a cursed quill. She's also an incredibly effective foil to everyone at Hogwarts. Over the course of one film, she takes over the entire school, and transforms it into a child prison. Her nasty and desperate nature comes out fully when she almost uses the torture curse on a child.

She's so addictive to watch that she almost took the number one spot. A bigger presence in the final two films could've secured her the top spot easily.
