On the one hand, despite the cringe-worthy name Holly Goodhead is actually a resourceful, impressive agent who feels like an equal to Bond and is also important in the story due to her knowledge of space travel, so as written she's absolutely rock-solid.

On the other hand though, she's played by Lois Chiles who gives one of the worst performances ever seen in a Bond film and is more wooden than a tree, so that constantly undermines a potentially good character.

Therefore, Holly Goodhead is a mid-tier Bond Girl. With a better actress, she would definitely have ranked quite a bit higher.
