34. Professor Joe Butcher - Licence To Kill
This one is pretty bizarre. Joe Butcher (Wayne Newton) is an American televangelist who runs an institute that is a front for main villain Franz Sanchez's (Robert Davi) drug smuggling operation. He also hides secret messages in his TV addresses, which are aimed at Sanchez's buyers and designed to help facilitate sales.
He only appears in person towards the end of the film, when main Bond Girl Pam Bouvier (Carey Lowell) steals some keys from him, and what happens to him after the institute is blown up isn't disclosed.
Joe Butcher was an interesting inclusion and, when he's on-screen, works just fine as a more light-hearted villain for this infamously dark entry in the series. Unfortunately, he barely appears and is, therefore, another waste of potential.
