This side character from For Your Eyes Only is a Belgian assassin who is working with the main villain, Aristotle Kristatos.

Emile Locque (Michael Gothard) is not bad at all, since he's pretty intimidating and does kill off a few named characters, including one of the film's Bond Girls, but at the same time, he's not too memorable aside from Bond's rather cold killing of him (kicking his car off a cliff).
