15. Emilio Largo - Thunderball
In Bond's fourth outing, Thunderball, 007 squared off against SPECTRE board member, Emilio Largo. The cycloptic terrorist's plan is pretty normal by today's standards - demand the world governments to pay a ransom to SPECTRE or Blofeld will blow up a major city with an atomic weapon.
Even though Largo's plan is quite daunting, eyepatch-wearing criminal man never comes across as intimidating or physically menacing. (And to cap it all off, he sucks at gambling and repeatedly loses money at his own casino.) If you ask anyone to describe the villain of Thunderball, most people will say 'He has an eyepatch.' The reason why people say this is simple - that's the most interesting thing about him.
Because he's merely an operative carrying out the wishes of the the board to suck up to the Supreme Commander, Largo comes across like a henchman rather than an antagonist. Even though Dr. No also served a higher power, his authority and menace prevented him from being depicted as a lowly goon.
Thunderball may be a pretty solid entry in the series but Largo has earned a reputation as the first weak Bond villain.
