18. General Ross – The Incredible Hulk

Second chances in the MCU don’t come around very often, but General Thunderbolt Ross somehow managed to escape the dull The Incredible Hulk to come back for Captain America: Civil War. He’s a man of principle rather than a villain made from pure hate and he has no aspirations to take over the world.

Ross is actually a lot like Tony Stark, since he sees The Hulk not only as a threat to the world, but to the people he loves. He was never entirely wrong, but his love for his daughter and his strict belief in rules would always limit his vision and make him “the bad guy.”

William Hurt is great in the role too, managing to be a little sympathetic but still representing “the man” enough to get your back up.
