11. Alexander Pierce – Captain America: The Winter Soldier

Because The Winter Soldier completely changed genre after the first Captain America movie, it’s not the same sort of good guy vs bad guy film. It’s more like a couple of good men fighting a broken system.

As such, it takes a long time for the real villain to appear and when he does he’s more like an instrument of that system. Alexander Pierce isn’t a supervillain as much as he’s a corporate nasty. Well a corporate nazi, actually, but the fact that Robert Redford is playing him helps a lot.

Redford is a legend and the story is great, but on his own terms, he’s not that great an individual villain in the same terms as some of the others above this point in the ranking. But you really have to admire how successful he is at infiltrating SHIELD for so long.
