21. Crossbones - Captain America: Civil War

He’s not a properly “major” villain in the same way some of the others here are and some people might even argue that he doesn’t belong at all, but Crossbones’ impact on Civil War’s plot is too big to ignore.

It’s his attack on the African Centre For Infectious Diseases and attack on the “New Avengers” that leads to Scarlet Witch accidentally killing an office block full of people and he’s pretty great as soon as he appears.

He looks badass, has a bit of a Punisher vibe about him and his determination to kill Captain America for what he did to him and HYDRA is great fun for an opening act villain.
