21. Ulysses Klaue - Avengers: Age Of Ultron

Plan: To get his hands on delicious Vibranium, no matter what the cost.

Status: Armless, but still operating (and set to return in Black Panther).

Ulysses Klaue only serves a fairly small role in Age Of Ultron, but he's a memorable enough presence, and there's some hope that he'll improve even more when he comes back for Black Panther.

In Andy Serkis' chameleon-like hands he's creepy and menacing, with a sort of dirty charm that elevates him beyond being filler. He's also no wilting flower, making the foolish mistake of standing up to Ultron and losing an arm in the process.

We know he's still alive, and it's fairly certain he'll be back, and as a testament to the success of his brief appearance, that's an entirely welcome development.
