22. Crossbones - Captain America: The Winter Soldier & Civil War

Plan: As part of HYDRA, to establish a New World Order, and specifically to assassinate Captain America. In Civil War, he's a mercenary, unhinged and available for hire by any villains, with a side-order of vengeance against Cap rolled in.

Status: Deceased.

It's a big shame that Crossbones was limited only to the opening sequence of Civil War, but he left a mark in that openign sequence thanks to his unhinged brutality and his commitment to killing Captain America, even at the cost of his own life.

He looks great in his riot-gear inspired outfit too, but he's no more than a pantomime villain at this point. He's arguably better as plain old Brock Rumlow in The Winter Soldier when he's charged with assassinating Cap from within the corrupt SHIELD.

He was charming enough to be believable as a good guy before his nefarious reveal, and thanks to Frank Grillo's commanding performance, he was a legitimate threat when he turned bad. And who else can claim to have survived having a giant vehicle dropped on their face?
