Bruce Banner couldn't replicate the super soldier serum, but there was one man who could. After being bankrolled by first the CIA and then the Power Broker, Dr. Wilfred Nagel managed to create 20 vials of his own modified version of the stuff.

While on Madripoor, Karli Morgenthau managed to steal all 20 of these vials, imbuing herself, and seven of her Flag Smashers, with the strength and power of a super soldier. They were able to kick the hell out of Sam Wilson, Bucky Barnes, John Walker, and Lemar Hoskins, but other than that, didn't particularly use their powers for too much.

They stole medicines and vaccines from the GRC to redistribute to those that were being ignored by the government, but this could have been done without the serum. Even when Karli evolved into a more homicidal character, she used bombs and the weapons provided by Batroc rather than her own super strength.

She was unable to defeat the non-super powered Sam Wilson even with him not attempting to fight back, and she was ultimately stopped by one of Sharon Carter's bullets. In all honesty, the fact that either she or the rest of Flag Smashers had powers at all made relatively little impact on their goal.
