After Bucky fell to what should have been his death, he was saved by the experiments Dr. Zola had subjected him to whilst he was a prisoner of Hydra. He was then recaptured, experimented on some more, and became known as The Winter Soldier.

Thanks to being kept on ice between missions to maintain peak physical form, Bucky was able to keep going for years and years, ultimately being credited with two dozen assassinations over half a century. So good at his job was he that most of the intelligence community didn't even believe he existed at all.

To many, he was a ghost story, but he killed Howard and Maria Stark, and almost did the same to Natasha Romanoff, Steve Rogers, and Nick Fury. Eventually, after being saved from Hydra, and having the Winter Soldier completely removed from his brain, Bucky worked with the new Captain America to help stop the murderous Karli Morgenthau.

He is a complicated character who spent much of his life working as an assassin, but he also fought the good fight twice, both in World War II and against Thanos. He may have lost twice, but he can still certainly be counted as an asset to the heroes of the MCU.
