2. Isaiah Bradley
Other than Bucky, no one in the MCU knew about Isaiah Bradley until Sam made sure he was given the proper recognition he deserved. Years and years ago, he was experimented on against his will, along with a handful of other subjects.
All were given the super soldier serum, but it only truly took effect with Isaiah. He was sent by the government to fight the Winter Soldier, and though the assassin ultimately escaped his grasp, he managed to take part of his metal arm with him.
When many of his teammates were captured behind enemy lines, the government planned to blow up the entire POW camp, their own soldiers included, just to hide the evidence of what they were doing. Isaiah however, stood up with no hesitation or regard for his own safety, and brought them all home single-handedly.
Dr. Erskine initially decided against giving the serum to Gilmore Hodge, because although he was a perfect soldier, his heart and attitude weren't there. 80 years later, the same could be said about John Walker, but Isaiah's feat of bravery and heroism is exactly what Erskine envisioned the perfect super soldier to be. He was a true hero, and a good man, but instead of being celebrated, the government decided to bury him in lies.
