Who would have thought that the closest thing in the MCU to a 1970s political intrigue movie would end up being one of the most beloved of the entire franchise?
The Winter Soldier is basically the perfect answer to the cynicism that swarmed around the Russos' hiring. They went from being the weirdest choice in comic book movies, having been most notable for You, Me & Dupree previously, to being the steady hands entrusted with both Civil War and Infinity War. That's a hell of an achievement.
The sequel is anchored by another great script that takes in both world-ending connotations and gigantic sky machines, and is somehow claustrophobically personal (just as Civil War was), which managed to be compelling even in its most political moments (a retrospective lesson for The Phantom Menace) and which added a world-changing SHIELD twist without it ever feeling like any sharks were jumped.
