20. Arrietty
The difference in quality between Ocean Waves and Arrietty is pretty major, but in comparison to the rest of the studio's output, it's still a little hard to say it belongs anywhere near the top.
Sure, the film - based on the same story as the various adaptations of The Borrowers - is hugely charming and the soundtrack in particular is glorious but it's a little small scale. Perhaps because of the ludicrously high expectations set by the studio, Arrietty never seemed to really match in artistic complexity or depth.
Again, it would be wrong to say it is bad at all, it certainly lacks anything like the same level of imagination or originality of the films at the other end of the scale.
