19. Interdepartmental Mail That Kills Each Other
Here's a great idea: use an enchanted interdepartmental memo system with the tiny flaw of the memos fighting each other and ripping to unreadable shreds. That way nobody will get their memos and people presumably lose their jobs for gross negligence and dereliction of duty. But at least they look cute, eh?
Obviously in the British Ministry they use paper airplanes when Harry visits with Mr Weasley, but that came after they used owls, which pooped everywhere. But surely someone in Congress MUST have noticed that their memos kept disappearing? They can't all be that stupid...?
