After initially being introduced in 2 Fast 2 Furious as a garage owner and former racer, Ludacris' Tej has basically developed into a number of roles - he's been the group's car modifier, their weapons upgrader and their tech support generally, as well as offering a banter bounce board for Roman Pearce.
In Fate... he is also, somehow, now an expert hacker on a level that he can suggest ways to counter-act Cipher's own hacking, despite her being the best in the world. This comes out of nowhere, but it at least gives him a chance to bond with Ramsey, which gives her something to do, so it's not all bad.
In a world in which the cars are provided by a government agency and they're so suped up they don't require modifications, Tej is mostly relegated to being a supporting player, but there's enough charm in Ludacris' performance to still ensure he's likeable with it.
