Basically half man, half hawk god. Born to the superheroes Quasar and Kismet, Starhawk's real identity is Stakar of the House of Ogord who discovered the tomb of the Hawk God entity. He and his adoptive sister Aleta Ogord were transformed by its powers, but unfortunately both couldn't occupy the same space at the same time. This led to many quarrels, a kiss and make up, and then the two having three children together - a little bit gross.

It is later revealed that Starhawk had secretly being manipulating events to bring the Guardians together - you could say he is responsible for their creation really, and Marvel loves a good origin story. This is why Starhawk dubs himself the "One-Who-Knows", which is a pretty cool nickname by anyone's standards. His part on the team is not only as their creator but a morally grey character - he reabsorbed Aleta to make himself stronger, therefore becoming an enemy of the Guardians. Starhawk is a bit like Veidt from Watchmen, doing everything for the good of the world, so a great way to reaffirm their questionable natures as badasses of the galaxy.
