Unbreakable Vows are the easiest way to make sure something gets done or the person who fails becomes no more of a problem. Considering their existence and Voldemort's need to ensure loyalty and efficiency in his followers, you'd have thought he might consider using them. Even just as a failsafe and particularly when he finds out that someone MUST have betrayed him to reveal the location of the locket.

Had he brought them in at that point, Snape couldn't have betrayed him and nor could Narcissa Malfoy. And even before then, if he'd just used them in the First Wizarding War, Regulus Black wouldn't have been able to turn on him either.

It's not the only time he seems to forget invaluable magic available to him: quite why he didn't improve his chances of total victory at the Battle of Hogwarts with Inferi? He'd used them before, after all. Or why didn't he possess another wizard after Quirrell? And why didn't he just Accio Harry's glasses or something when fighting him?
