Horace Slughorn is hardly a character who looks like the peak of power. However, he's an excellent example of how strength and ability in the Wizarding World can come in many shapes and sizes. He's a professor (and former Slytherin student) with plenty of tricks up his sleeve and some incredible magical skill.

Of course, the most notable part of Slughorn's skill set is his potion-making. He can brew a wide variety of powerful potions, as he has complete mastery over the medium. But, he's also an incredibly strong Occlumens - unfortunately for our heroes.

He managed to keep the secret about his past with Tom Riddle under tight wraps, thanks to his magical aptitude. His talents even evaded the great Dumbledore himself, which shows just how powerful he was.

Slughorn was also no slouch in the application of practical magic either. He fought valiantly during the Battle of Hogwarts, holding his own and surviving against some very formidable foes. This combination of practical and theoretical power is more than enough to land him on this list.
