4. Severus Snape

Whether you believe he was a fundamentally bad guy or just a misunderstood romantic, there's no getting around the fact that Severus Snape was a profoundly powerful wizard. He had an aptitude for potions that was pretty much unrivalled, teaching text books how to improve on their recipes, was a skilled Leiglimens and an excellent duellist.

On top of that he could fly without a broom (only he and Voldemort were capable of doing it), was said to be proficient with dark magic curses and he caem up with a number of formidable spells of his own while still at school, including Sectumsempra, healing spell Vulnera Sanentur, Langlock, Muffliato, and Levicorpus. Were it not for his love of Lily Potter, he could arguably have grown to the same grim stature as his Dark Lord.

He also stood out from the other Death Eaters as the only one capable of producing a Patronus, as a mark of his retained humanity.
