Compared to the rest of the wizards on this list, there is relatively little known about Elphias Doge. He was one of Albus Dumbledore’s closest friends, and despised Rita Skeeter for printing lies about the Hogwarts professor in the Daily Prophet.

The most we really see of the character is during his conversation with Harry at Bill and Fleur’s wedding, and even then we’d don’t learn much. What we do know is that he was a member of the Order during both wizarding wars, though maybe not as active as some of the others.

Since he didn’t defect to Lord Voldemort or abandon the group when they needed him most, he’s above Peter and Mundungus in the rankings.
