22. Peter Capaldi As Cornelius Fudge
The idiotic, self-centred, and incompetent Cornelius Fudge was an interesting side villain in the books, and he was still intriguing in the films. But ultimately, his storyline was one of many from the books that the films just didn't have time to fully explore.
One would hope that the TV show will take more time to show off this character, and Peter Capaldi would be a wonderful fit for him.
Capaldi is one hell of an actor, and his two most famous roles to date - the Twelfth Doctor in Doctor Who, and Malcolm Tucker in The Thick of It - indicate he'd do well in this role. He's certainly no stranger to playing an intimidating political figure and his wonderful performance in Doctor Who showed he had an incredible emotional range.
He'd definitely be able to convey Fudge's internal weakness and petty, cowardly nature, while also exuding a clear sense of authority and power.
