4. Gilderoy Lockhart
Just how exactly did Lockhart convince Dumbledore to give him the job in the first place? Was it his charming smile? Did they bond over their love of the colour lilac? It certainly couldn't have been through any magical trickery, as Gilderoy simply isn't that good of a wizard.
The author of 'Magical Me' and 'Who Am I?' is a narcissistic celebrity, more concerned with his own popularity and reputation than the children he is supposed to teach. He endangered the students more often than trying to teach them, releasing pixies into the class without properly showing them how to control them, he embarrassed himself in a duel with Snape, and somehow managed to remove all of the bones in Harry's arm instead of mending it.
While he is for the most part useless, he did manage to indirectly teach Harry ‘expelliarmus’, which further down the line saves his bacon on more than one occasion. Despite being charged with teaching the students of Hogwarts, in reality he is an example of what not to do, as the children in his classes more often than not had to figure things out for themselves, with more than just a little bit of help from Hermione and her extensive knowledge and spells.
