7. Antonin Dolohov
Another character that had a larger role in the books than in the movies, this Death Eater amassed an impressive list of 'accomplishments' over the course of his time with the Dark Lord. He killed both of Molly Weasley's brothers in the first Wizarding War, before escaping Azkaban and ultimately killing Remus Lupin.
As one of Voldemort's disciples fighting in the battle of the department of mysteries, Dolohov dueled side by side with Lucius Malfoy against Harry and Sirius, though they were defeated without too much trouble for Potter and his godfather.
He was also unable to subdue Harry, Ron, and Hermione in their fight at a London cafe after Bill and Fleur's wedding was attacked. Though the Death Eater was overpowered by the trio, blame surely has to fall to Voldemort for this one, for sending just two wizards to deal with three.
It certainly seems that Dolohov had much more impact on the first Wizarding War than he did on the second.
