While opinions seem to vary all over the place for personal favorites/least favorites, the true beginning of the Voldemort arch seems to be very hit or miss with the general audience... and it's almost definitely not Voldemort's fault.
Enter Dolores Umbridge, perhaps an even more despised villain than the man based upon evil itself, Voldemort.
