Each Hogwarts house has certain qualities it values, but they are not a guarantee of quality of humans. Snape and Professor Slughorn ended up fighting against dark forces, despite being Slytherins. Similarly, there's nothing truly brave in Peter Pettigrew. Why then, did he end up in Gryffindor?

There are many theories, but think to Harry Potter himself. Despite his cunning and ambition, he solely desired to be placed anywhere but Slytherin, and was granted that. It could be, then, that Pettigrew's admiration for the brave, brash Gryffindors is what got him in. And once he was, he latched on to Sirius, James, and Remus, whom he seemingly idolized.

Ultimately, Pettigrew was corrupted by the influence of Voldemort, and shifted allegiances, betraying the secrets of the Order of the Phoenix to the dark lord. His actions changed the wizarding world forever.

Wormtails sins are too many to name or narrow down. A case could be made for his betrayal of James and Lily. You could hate him for framing Sirius, murdering twelve people in the process. And his loyalty never stalled from Voldemort, carrying out the incantation to return his master's physical form while also killing Cedric Diggory just for being in the wrong place at the wrong time.

Pettigrew's subtle act of mercy towards Harry in the end results in his death, and while some can feel pity, it is hard to say Wormtail could have ever been truly redeemed.
