By the time Katniss is lifted from the Games arena at the conclusion of Catching Fire, it is established that a small group of rebels has been working alongside the contestants in the Quarter Quell to plan an uprising against the Capitol. They aim to turn Katniss into the 'Mockingjay' - a rallying symbol for those in the districts who are tired of the brutality of the Games. It would be interesting to see the build-up to the rebellion in the form of a film. There's an interesting conspiracy thriller narrative in there and it would give Julianne Moore plenty of room to flex her acting muscles as Alma Coin. With Woody Harrelson also involved and Donald Sutherland likely to appear as President Snow, it would be an excellent way to utilise the immense acting talent of the Hunger Games supporting cast. The only stumbling block is that, due to the death of Philip Seymour Hoffman, a crucial member of the rebellion will be missing. However, there are a number of ways around this. It's possible to recast the character or restrict his role in the film in order to make the idea work.
