The reason that the Hunger Games exist as a concept is because of a failed rebellion against the Capitol's leadership. The rebellion was crushed and the annual Games created as a warning against future dissent. This rebellion could provide the ideal backdrop for a spin-off movie, allowing a filmmaker to spin an entire different generation of characters out of the blueprint laid out by Suzanne Collins. There could well be an appearance from a very young President Snow, showing how his life was moulded by the rebellion and the beginning of the regime that forged the Hunger Games. A film about the rebellion could allow the Hunger Games franchise to rush headlong into the kind of frantic action that has been a real highlight of the arena sequences in the first two films. In the hands of a writer and director who understand action, this could be a really exciting edition to the Hunger Games canon.
