After the success of the rebellion at the end of Mockingjay, the inner circle of the rebel movement votes on a pretty horrifying motion. It is proposed that there be one final Hunger Games, using children of Capitol residents as Tributes. Katniss votes in favour of the idea, angry after the death of Prim, and the new administration agrees to carry out the plan. It is unclear whether the final Games actually goes ahead following the assassination of Alma Coin, which leaves plenty of room for a filmmaker to explore the event. The adoption of the final Games as a storyline for a spin-off film could allow audiences to see the effects of the rebellion on society from a perspective other than that of Katniss. The final Games in cinematic form will appeal to all of the facets of the Hunger Games audience. There are those who enjoy the action and brutality, which will surely be plentiful, and there are many who prefer the underlying politics and the horror of war aspect. In a Games with such enormous historical impact, the latter will be equally prominent in the story. There's the potential for a great spin-off in this idea.
