9. Falcon
Sam Wilson is very much in the same boat as War Machine, representing Captain America’s ideals while Cap is (presumably) away. His presence is slowly amping up in the Marvel Universe and his membership on Cap's new Avengers team means he's likely to play a bigger role going forward.
His aerial sequences in The Winter Soldier were incredible but they’ll have to beef up the characterisation if they want him to stand out from all of the other potential candidates who can do more than just fly. If anything, the fact that he's got the least in the way of powers and abilities can be the thing that helps him stand out - think of Hawkeye's role in Age Of Ultron.
Worth noting is that as of now, Sam Wilson is currently Captain America in the comics. Once we get to know his character a little better, we could envision Anthony Mackie stepping into those shoes if only there wasn’t already a better candidate (but more on that later).
