What there is of Bill's arc mostly focuses on his accountability for Georgie's death. The film is very much invested in showing how trauma affects memory and it turns out that Bill lied about how ill he was, leaving George to play alone and Pennywise to take him as his first victim (when he intended to take ill). It's all very touching, even slightly mishandled.

And thrown into the pot is little Dean, a neighbourhood kid who lives in Bill's old house (and his a fan of Richie's stand-up comedy act apparently). He ends up being the film's stand-in for George, as Bill tries to stop him from becoming another victim of It and becomes the key to Bill wanting to stand up to him once again.

Again, he's mostly a narrative function personified and it's a little hard to care what happens to him, but you can at least tell Bill is invested in that.
