4. Irma Bunt - Ilse Steppat - On Her Majesty's Secret Service
Irma Bunt is Blofeld's lead henchwoman in On Her Majesty's Secret Service and first meets Bond when she is transporting him to the clinic whilst he is disguised as Sir Hilary Bray. She looks after the girls in the clinic that are suffering from allergies but, unbeknownst to them, is secretly brainwashing them into 'angels of death', a deadly act in itself. However, what is worse comes much later when a supposedly dead Bunt, seemingly killed in an explosion at a stock car rally, is seen perfectly healthy in a car driven by Blofeld, before she points a machine gun out of the window at Bond and his newlywed wife, Teresa 'Tracy' Bond, spraying them with bullets. Although Bond is unharmed by the attack, Tracy is killed, leading to the most downbeat ending of a Bond film in history and immortalising Irma Bunt as one of the deadliest Bond villains around. Unusually, Irma Bunt is one of the very rare occasions in which a Bond villain escapes retribution, due to the unfortunate passing of Ilse Steppat shortly after On Her Majesty's Secret Service was released, rendering futile the original plans to include Irma Bunt in Diamonds are Forever. This knack for escaping Bond altogether leads Irma Bunt to more than deserve her place in this list.
